The secluded island of Key Biscayne can be reached via the scenic Rickenbacker Causeway, which spans beautiful Biscayne Bay. Located south of Downtown Miami and north of Coconut Grove, Key Biscayne touts miles of golden sand beaches and quaint, quiet neighborhoods. As of the 2000 census, Key Biscayne had a total population of 10,507. In recent years the construction of several large resort hotels, condominium complexes and shopping centers on the island have transformed life on the once bucolic island. The area was incorporated as a new city in 1992 which gave it control over its taxes and future development. The tax rate remains the lowest of any city in Miami-Dade County.
